With Russia's help, Syrian President Bashar al-Assad's army has battered Daraa province for over a week with air strikes, rocket fire and crude barrel bombs.
"They offered one option, to accept their humiliating demand to surrender, which was rejected", Ibrahim Jabawi, spokesman for the Free Syrian Army.
Jasser Al Masri, 42, was quoted in the report as saying that a number of people were slightly injured by the flying shrapnel.
"The meeting ended in failure".

Assad's forces captured the last enclaves near Damascus and Homs earlier this year.

On 27 June, a family of five, two parents and three children, was reportedly killed in the town of Dael in western Daraa when an airstrike hit their auto. So far, about 100 civilians have been killed in air raids and shelling since June 19, it said.

The entire southwest is part of a "de-escalation zone" agreed previous year by Russian Federation, the United States and Jordan. As part of that agreement, the USA committed to responding if the ceasefire arrangement in the area was breached.
Negotiations between the opposition and rebel groups and Russian Federation come as United Nations chief Antonio Guterres renews call for an "immediate cessation" to regime operations in Daraa province.
