Bannon, the former White House chief strategist, was expected to skip his scheduled appearance Tuesday before the House Intelligence Committee, according to sources familiar with his plans.
Bannon though is likely to defer to President Donald Trump on the scope of his testimony.
Conway's office said the committee itself - which is investigating Russian interference in the 2016 election - had made a decision to delay the interview with Bannon. Representative Mike Conaway, a senior Republican committee member, told reporters on Monday he expected Bannon to comply with a subpoena and answer questions on Tuesday.
The White House did not respond to a request for comment and neither did an attorney for Bannon.

The CNBC report comes after Bannon's testimony before the House Intelligence Committee was postponed for the third time amid a fierce wrangling over what lawmakers will be able to question him about.
This is not the first time the committee has pushed back its subpoena as it has negotiated with Bannon over answering questions about the transition and his time in the White House, which he did not answer when he was interviewed last month.
In a statement, Rep. Adam Schiff (D-CA) said the committee was "united on this matter".

White House spokeswoman Sarah Huckabee Sanders says the Democratic memo will go through the same legal and national security review as the GOP memo, which was released last week.
"It is not unusual for a White House to try to control the questioning of current or former employees,"Gerhardt said".
